Well here in the U.S, when you first get your license, you get a provisional which has time limitations and regulates the amount of people in your car according to your state, then after 1 year with a provisional you get your full license with no restrictions.
In California, your license is provisional for the first year or until you turn 18. During your provisional period you are only allowed to drive by yourself, or with passengers as long as you have someone over 25 with a valid driver license with you. You are also not allowed to drive by yourself between 11PM-5AM.
The "law" states that if you violate this, you will lose your license until you turn 18.
With that being said, I was 16, I had my license for a little over a month, I got pulled over by a cop, AFTER 11pm, with a passenger who was 16 years old. The cop gave me the ticket and didn't mention anything about the provisional stuff, when I went to court, the clerk didn't mention anything about it either, she just said you need to pay the fine, go to traffic school and basically that's it.
After you're 18, a ticket and traffic school can be paid and completed online and it's soo much easier lol
