Maybe so, but their home life probably is another factor. Their parents should be able to tell if their kid is getting bullied, and so should teachers. Their are obvious signs such as bruises or any kind of injuries. Or if your child is acting differently or not wanting to go to school you should know something is wrong. It's not all the bullies fault for the suicide.
There have been plenty of instances of people committing suicide without showing any signs. And I don't think parents or teachers are at fault for not noticing that kids are getting bullied, it's completely the bullies' faults because they're the ones doing it in the first place. There's no excuse for it and it's just plain wrong.

Also, kids that commit suicide for getting verbally bullied should learn that the only thing that matters is what you think about yourself and the only person that can judge you is god.
Words can be more painful than physical injuries if the right ones are used. Bruises heal, but you can't unhear something. And a lot of the time, bullies pick on outcasts, who typically don't have friends. If you have no one to go to that can relate to you, are constantly being barraged with various insults, and are commonly excluded from just about everything, suicide would seem like a viable option.
It's easy to say "Sticks and stones may break my bones, but words will never hurt me" until you've been in a position where someone says something that really hits home.
