Ok, insurance doesn't fix your car magically, the process takes a while. For those families, that means not having a car for weeks. Not a lot of people get rental cars included in their insurance, so their gonna have to pay to rent a car, that's damaging your wallet. So, your statement is invalid.

He was drunk most likely, since he got away, there is no way to prove that he was drunk..so no DUI's in his record, just reckless driving I', assuming.
