What she is describing is the basic concept behind using radiation to help cure cancer. In small amounts over time, it can help slow down and if caught early enough stop the disease. If you are given too much radiation, then it will kill you faster than the cancer.
I don't believe she's trying to say that going to Japan is going to be good for your health or the health of the Japanese, but more along the lines that being exposed to minor amounts of radiation even if higher than Government standards isn't necessarily going to kill people or be as bad as the media would like us to believe. So as O'Reilly said, Governments are erring on the side of caution with these standards and he has a fair point.
However, so does Coulther because she's trying to point out that it may not necessarily be as bad as the media is reporting, which is that the nuclear reactor is going to explode in a huge mushroom cloud and Godzilla will eventually rise from the ashes to conquer the world.
