Did u click on "Learn how to remove this limitation" next to where it says "Your account access is limited"? Sorry I really dont know anything about paypal but I'm guessing that should tell you how to access it.

Click on the part where it says something about a credit card

Buy a prepaid credit card

Put those details from the prepaid credit card into the paypal part.

Get unlimited

I thought pay pal had a limit to how much you can buy. If you cant buy anything yea you should make a new pay pal and send all your money to yourself

You are verified using legit information right? If so, go contact them and get it un-limited.
