Exactly. It's up to the artist, as they define it, art. Watch a documentary called "Exit Through the Gift Shop." It's about street art, and some film maker turned artist who puts on a gallery. He goes mad with the prices, he just calls em off randomly, like $15k, $40k and shit. Surprisingly, people pay for it.
