Yes it's right.. If countries need aid after a natural disaster etc. They of course should get aid if anyone is willing to give it.

It depends what form of aid. Giving aid to Japan after a tsunami seems acceptable, especially sense we are in debt to them. Aiding the Libyan rebels in reforming Libya on the other hand, I would say we shouldn't be helping.

But giving 650 million to a country like pakistan when it could be used for japan, well...

And you all know what pakistan is like there government is corrupt And they are spending 1.7 billion on war planes and missiles..
