What is the legal drinking age in your country? In Britian we can drink in our houses at age 5 but have to be 16 to buy it. And 18 to drink in pubs. So a 5 year old in Britian can be getting wrecked, legally while a 20 year old in America can not.
Its 18 to buy it in the UK, and you get ID'd if you look under 21. Did you not read your own source?

You can buy alcohol at 16 in when you buy a meal in a pub/restaurant, but you will be limited to 1/2 and no more.
In a shop you have to be 18.
You cannot get dunk of Liqueur chocolates. That's like trying to get drunk off a shandy with 0.3% alcohol.
