Cyber warfare becomes more deadly are information systems are the weak point to are success. With a high focus on information , down or steal data you have the upper hand. Already been cases of Chinese hackers trying to steal data from US companies.
During the South Ossetia war in 2008 , Russian hackers attacked Georgia goverment networks.
It not a recent thing it dates back to 1990s with one case of the CIA doing cyber warfare on a Russian gas pipe.
Far to easy to forget how important information is to life. And how we need to protect it if we want to keep are way of life.

I know your asking why is this important think of this way.
Bypassing years of work means far more rapid progress. Also gives you the heads up knowing what your competitive is doing.
And attacking any nation is easier when it blind with no power.

As we become more linked as a world nations want to see what others are doing allys or not.
This is why couple nations have started to take this serious and build up groups to counter it. Sadly information is one of greatest assets when you compare us to faster growing nations.

The arms race is not over we may have stopped building bigger guns , having a bigger of man power no longer means a instant win.
