Most credits on a phone are not transferable unless it is specified in the TOS. Goto the website of who provides your service and check the FAQs and forums.

Q. How do I request a refund or payment transfer?
A.

You can request a refund or payment transfer using the following methods:
Via My Account

Customer's with eligible services can request a refund or transfer via My Account using these instructions. If you're not eligible for My Account, complete this online form to request your refund/credit transfer.

Login to My Account
Select ‘My Bills’ in the left hand menu
Select ‘Request Refund/Payment Transfer’ and follow the instructions

Automatic refund

If your account is cancelled and in credit, a refund cheque will be automatically issued to you after three months, provided there’s been no activity on the account.
Important Information

To receive a refund of money on your account you & your refund must meet the following criteria:

You're not a Pre-Paid customer
You’ve either overpaid your account or have received a bill with credit amount
The credit amount is not from a promotional credit e.g. "Rollover"
A transfer of funds from a monthly billed account to a Pre-Paid account can only be done if you're a billed customer that has transferred your service to a Pre-Paid calling offer.

From what I have read it really depends on your account, and to know anymore you would have to log into your account with them. It does seem that it is likely.
