Three people were believed to be involved in the plot to use car bombs to attack the major cities.

But there were reports the terror suspects were yet to reach the US.

"We have received credible information very recently about a possible plot directed at the homeland that seems to be focused on New York and Washington, D.C.," an official told CNN.

The FBI said information retrieved from Osama bin Laden's Pakistan compound when he was shot dead in May indicated al-Qaida was considering a 10th anniversary attack.

A White House official said President Barack Obama had been briefed.

"The President directed the counter-terrorism community to redouble its efforts," an official said.
New York Mayor Michael Bloomberg said the threat was uncorroborated and told New Yorkers to carry on with their lives.

"There is no reason for any of the rest of us to change our daily routines," Mr Bloomberg said.

"The best thing to do to fight terrorism is to refuse to be intimidated by it."

Armed police and bomb dogs were mobilised in response to the threat, while tunnels and bridges were swept for bombs.

Security was ramped up at landmarks and churches. Illegally parked cars were to be towed away.

The new terror threat came as widows of the 9/11 victims reflected on the anniversary yesterday.

Andrea Garbarini, 49, whose husband, Charley, was a lieutenant in the New York Fire Department, said she tried to find happiness wherever she could.

"It was the worst day of humanity, and the best, because so much heroic happened that day," Mrs Garbarini said.

"I basically feel that 9/11 was a real gash in the side of humanity. It changed the world and made what was safe not so safe.

"We have all been unsettled by it."

The FBI's New York division head, Janice Fedarcyk, said intelligence networks had come to expect an increase in reports each 9/11 anniversary.

"Sometimes this reporting is credible, and warrants intense focus," Ms Fedarcyk said.

"Other times it lacks credibility and is unlikely to be reflective of real plots underway."

She said that regardless, the information would be taken seriously.
