Oh God, this isn't really doing to end up well.
Russia has the technology that was pretty much stolen by the Germans in WW2. They have been able to make several breakthroughs but they aren't very impressive to my knowledge. Germany was the pioneers of war technology. They made the best tanks in WW2, had the best planes and had the best soldiers. Unfortunately they had a crazy leader and mother nature was not on their side, however this is a whole other discussion that will cause another conflict.
So.
Russia had the direct access to the technology that Germany, and so did America after they got involved. The basis of the technology originated on Nazi soil whether you want to believe it or not. Now, who utilizes this technology better is up to the country. Based on what I see, I can safely say that America has the largest amount of people working on technology when it comes to war. Russia is focusing on other things which will benefiet their country more, as I feel that they are finished with war. However, I would like to point out an interesting fact:
Russia is currently having a conflict with Romania (My "motherland"

) and the United States. The Americans but an anti-missile rockets and defence systems in our country, and Russia feels threatened as they think that we cannot trust them and that the Americans are working along with the Romanians to attack Russia. (Which is humorous, as the Russians ****ed Romania)
I feel like Russia is more intimidated by the Americans, but you need to realize this:
America has more money to dish out on Army, more soldiers and a faster evolving technology. (The Russians are still using guns from 1960's) And as for nukes and tanks and planes...America has the overall edge. However, I feel that on ground, Russian forces are much stronger, however I'm not sure if that would make too much of a difference. It's like 10 men vs 1 tank. Not so sure would would win. And plus the Americans would most likely control the skies so I would definitely say that America would gain the edge. But when it comes to the usage of nukes, whoever turns the key first wins.
Edit: I forgot to mention the amount of land Russia has. They won't be able to defend all of it.
