ignore watts and look at RMS that is what you really need to look at, the sound quality and base level will depend on your car as well as the wiring kit you use and the connecting phono leads these are often quite expensive but your better of paying for good wiring and you will see a huge difference in performance
you also dont want to go mad i the back if you havent got anything upfront to balance the system, fitting 2 x 12" subs in a small car isn't always needed and will easily drown out a normal stereo amp controlling the front speakers
a bit more information is required to be honest, me and a friend use to install sound systems for people in our local modifying scene and have a decent amount of experiance in this field
cost wise you will have to take into account that you will need a adaquate sub box, base blockers for the front speakers, a ton of cotton wool (ill explain this when you supply more details) good quality cabling to include a fused power cable (most important thing) and a good earth connection near the amp, ideally a false floor in the boot to stop things moving around and to attach the amp to and some carpet to blend everything together
it would be handy to have a little info on your head unit also (pm if prefered)
