If I can remember, Umbrella is taking the quarantine to the extreme. Meaning, they won't let anyone leave the city regardless of whether they're infected or not.

Look, I get the movies and the games confused. In the latest movie its world wide, not just one city.

That's because the movie and the game are two different storylines. They are not related storywise, whatsoever.

Not true, Resident evil Apocalypse was loosely based on Resident evil 3: Nemesis, which involved similar characters along with alice.

I don't remember much of resident evil history, but something like this knicked me; thanks for the correction.
It was "loosely based", so you shouldn't be going eye to eye with both the movie and game.
