First, you have to be the leader of the clan. If you are the leader of your clan, go to Compete. Scroll down to the Clan Operations section. Click on an operation that you want to enlist in, enlist in the operation and accept the terms and agreement.

Also, you're not a founder if your skull is red. Founder's Elite skulls are green.
