Yes, you can. But in order to verify you would need a verification code which can be found on the VCC's transaction page. This tho, is rather hard to get a hold of.

Also, don't bother adding funds to PP, as you can pay straight from the VCC.

Yes, it works as an actual credit card. But the only difference is that these require no money to be put on them unlike prepaid cards in which you must pay an initial fee then put money on the card, then pay monthly fees, etc. So much less hassle.
