A subsequent search of two homes uncovered about 200 suspicious items, New Port Richey Police Chief James Steffens told CNN, including "diplomatic license plates and dozens of fake identification cards from the Department of Homeland Security, Immigration and Customs Enforcement, Department of Defense, CIA and NASA," as well as "access badges to hospitals around Florida, doctor and nurse scrubs, a respiratory technician badge, police blue lights and access stickers to Coast Guard bases." Antigua also had at least six Boy Scout uniforms.

With the US wanting missile bases all over Europe and North Africa, Russia would want to have a lot of info on America in case the US gets to close for comfort or relations fail completely between the nations. Even if everything seems well, I'd say both of them have spies gathering intel on each other all the time.

But relations between the US and Cuba are rocky, and Russia shows a good interest in Cuba, and considers them a strong ally. American citizens are still barred from traveling to Cuba and no formal diplomatic relations exist between the two countries. The US has criticized the Cuban Regime, and would love to see it's downfall. The US is know for interfering all over the world in order to spread democracy, who's to say they wouldn't do it to Cuba? That's probably one of the main reasons the Cuban spy was gathering Intel in the US, and I'm sure the Cubans would be sharing that with long term ally Russia, in case of a pre-preemptive movement by the US to topple the Cuban Regime, which would no doubt get Cuba Russian support.

Is there solid proof he was a spy? Like encrypted messages to the Cuban government?

Maybe not, he is not a U.S citizen so they can just deport them since he is a illegal alien but most likely they will interrogate him until he reveals everything since he was or is a spy...
