It's not the worst and it's not the best. But if it's something you're going to use and enjoy using it then get it. Or if you want something better like a Nikon just save up your money and get a DSLR camera. The entry level DSLR starts about $300-$400 depending on the model and package etc.

It looks decent to me, though I have no experience in the matter. I would, however, suggest you do some looking around on Newegg or something that isn't a huge company such as Best Buy as the prices tend to be higher.

It's okay. Keep in mind that if you're going to be taking photos with this often you MUST buy an internal SD card since 52MB is probably enough for like 8 photos? You're going to need to get a class 10 SD card for this camera unless you want to wait 10 seconds between photos. And you'll also wait a hell of a lot longer when it comes to exporting them onto your machine.

Honestly, SLR's are still the VERY BEST cameras around. With that being said, that Samsung camera that you found is probably the best you are going to get for the price. Please do be sure to look at things like ISO instead of Megapixels. Megapixels is just a marketing term. Most mid end SLR's are like 12MP. It doesn't matter. The lens is really what makes the photo happen. They don't provide a whole lot of information about the lens itself, however it's better than anything else I could find on the website for the money.

I knew a guy who got a low to mid end Digital SLR camera and got one hell of a lens. Can't remember the exact specs but he's moved up to more expensive cameras and lens now of course. But the guy took some damn good photos with what he had.

What ^^ said. A DSLR is the way to go. My dad is obsessed with cameras and he currently has a Cannon 70D, that shit's so badass. But, they are quiet expensive.. over a grand with all the goodies. I recently bought a Cannon Rebel T3i and that thing is amazing. For your price change, it's a decent camera. I would however save up a bit more and get a better one.
