They don't have a long range missile capable of reaching the USA. Their recent tests were only 6 kiloton nuclear weapons. To put that into context the USA was using 10-20 kiloton nuclear weapons against Japan in 1945. They are behind on their military and starting a war with the USA will not end well for them at all. They legitimately stand no chance. The numbers look like this:

Now although the USA doesn't have the most people on its side. They have a stockpile of nukes, excellent tech and will be able to defend against such an attack.
The nukes they have probably have a 1km radius (I'm just extrapolating from the 3mi radius of a 10KT
nuke)
This is without the fallout. The fallout would cause more damage.
Edit: I just found this (Tsar Bomba, the most powerful nuclear weapon ever tested, this is 100MT even though the bomb itself was 50MT, so imagine half of this)
