Pretty much this, well that's at least the way it is in the UK. The papers are distributed around the country then locked in a schools safe if one batch of papers goes unaccounted for, they scrap that whole exam paper and use the back-up exam paper instead. It's actually rather serious business. You can usually get past papers from the exam boards websites though, I did a load of past Edexcel A-Level Maths papers for revision and it's get's you use to the questions pretty fast.

If you really want the CURRENT papers, you gonna need to do mission impossible k?
1. Get onto school grounds...
2. DO NOT BEEN SEEN.... BY ANYONE! ESPECIALLY THAT TEACHER YOU THINK IS 'COOL'.
3. Sneak into the office in which the safe is held.
4. Use some deodorant spray on in the room, gotta smell good right? Also it shows the lasers...
5. You any good at gymnastics?
6. Don't forget the pit full of "sharks with the lasers" - Dr.Evil
7. Crack the safe, did i forget to tell you to bring the cracking equipment? shit! Go get it!
8. You back? You good bro, next Tom cruise here...
9. use your potato phone and get the pics of the papers.

11. Get A* while only have shitty course work.
12. Get caught cheating....
13. Exam board scrap the paper for EVERYBODY AROUND THE COUNTRY. You dun fucked up now bro....

believe it or not current papers can be obtained! ... but not online
back in my school days when i was in year 9, the year 11's robbed the postman delivering the exam papers to the school.
peak times. but then again im not telling you to rob the postman :p
