More than a dozen websites selling cheats for CS:GO, CS:S, BF3, BF4, MoH:WF, DayZ, ARMA 3, TF2, Rust, Infestation, etc..

Although consoles as well have several FPS cheats. None of them are on par regarding cheat features, functions, or simply cheat security (HWID lock, Anti detection, ..)

PC isn't as Infected as u think, a lot of the mods are run on private servers, also that deals with the games security measures, consoles has it's fair share of cheaters just go play mw2 was cod4 and a few others on ps3.

Consoles are less open as a platform and viewed as needing less protection, adds costs to the production not a wise choice for low risk. Much harder to make tools like on PC due to how console hardware is and being less open.
