What kind of format do you want to do, I always use diskpart on windows and fdisk on linux or cgdisk if I need GPT partition table not MBR. On windows I always format to NTFS linux usually ext4 and if GPT, don't forget the small EFI boot partition that has to be Fat32 formatted.
