Its not just the DLC, it's Diablo 3 that has sold over 20 million copies, which includes the DLC Reaper of Souls.

They are not the same, true that. Since the concept of Downloadable Content (DLC) was supposed to be a continuous supply of small content packs and an expansion is a large addition to the game, usually as big or nearly as big as the main game. Sometimes they are even standalone. But considering most distributions is done via digital distribution, the difference got lost somewhere in the middle.
