N. Korea's internet is routed through China. There are two probabilities as to why their internet is down, China shut them off, or some outside group is acting on their own.

I would put a monetary bet it has somthing to do with the us goverment and north korean goverment hackers 9.999/10 have some good internet they arent using copper cable they like many developing countrys of last 10 years are all fiber optic
