I am pretty sure it is different in some states. For instance in NY you don't have to actually pass them to graduate. You still get a diploma but it's "different".
However they give you a million chances to retake tests so to me that defeats the purpose of taking a test.

Well here in NYC we cant graduate without passing all of our regents. We retake the same test we failed in summer school. But you fail that, then you take the different, upcoming state test in January. You fail that, you take a different test in June. Each test isnt necessarily harder, but different. Some say its harder because as time goes by, you forget some of the stuff you learned

I graduated in NY. I originally moved there from PA and since global history in PA wasn't a thing, the global history regents test for me was optional. I agreed to take it and they put me in basically a cram course for people who failed the test before. My god those people were dumb. I took the same test they took without ever taking the actual class and scored like a 90 on it. That was just from taking a 30min class for a few weeks and some of those people still failed.
It's all about how much credit you have. So if you pass a certain amount testes you have take then your good. So for example you have 6 test do before graduating and you passed all six but you failed the 7th one. You will to still graduate because Passed all requirement amount of testing.
