If it becomes very serious ( if he says he knows where she lives or something putting her in immediate danger ) you need to go to the police, if threats that she will be hurt or kidnapped or anything long those lines they can put a patrol car with 24/7 police officers outside her house. If it continues to be cyber harassment I dont know what else can be done besidedes blocking the person.
