That is what ISIS wants, they are like that new girl in school everyone wants to fuck (in this case ISIS is something everyone wants to eliminate), and she gets all the attention from everyone yet she keeps her circle close with all the attention, she just gets more and more 'powerful' or 'demanding' so everyone must listen to her before she makes a move with anyone. Although this vigilant as terrorized the world and claimed a state of there own. There determine to rule/dictate the world like Hitler did back in 1940's and willing to show no mercy to humane kind.

Simple solution to this madness is to cut off there funding/resources, screen everyone in that state move them to safety and leave the extremist where there at and flatten the ground.

Now that's clear give it back to the people and rebuild. I'm not saying that would get them all but i tell you what, it will take time to regroup if any still decided to go against the world and if there wise that would eliminate the problem.
