It is strange because I recently brought MW3 Project Memories and it worked...

I had this problem as well a few other people i know we have been getting this for the past few feeks. When i called paypal about it they said something like our account was flagging security blocks something along those lines. Just call them up im sure they can work it out, as well as maybe clearing up cache and browsing history may do the trick as well.
