Well dreams are unconscious thoughts, there are many different theory's to explain what they are but i think they're random thought processes. So yes they can dream. The only places damaged when blind are obviously the rods and cones that cross the optic chasima and then the optic chasima sends the information to the visual cortex where the information is processed!

So yes they can see in dreams!

if they was always blind how do they know what eye sight is like?

I was explaining that thought processes allow us to create an image in our brains, but if they are born blind it is different., i thought you meant if they became blind.
