Invest in an Elgato HD Game Capture it's the best game capture device for PS3 in my opinion.

do you currently just record by using a camera pointed at your screen? i would invest in a Elgato like xJustJesse said, they are probably one of the best HD recorders on the market these days, but when recording you are going to have to make sure your PC or laptop can handle it, most recording devices have minimum specs that your PC needs to make the software record properly. Also i would use better editing software that doesnt leave watermarks i would suggest Sony Vegas or Adobe Premere (not free but im sure you could somehow get it), and also for this again u need to make sure you have a decent PC if you want to record PC games such as rocket league or CSGO or Something along those lines i would use OBS, its a free open source broadcasting software that is fairly simple to use, can also be used for streaming as well.

Oh and yes for quality i would recommend at least 720p 60fps for console gaming and for PC gaming if your PC can handle it you could step it up to even higher qualities such as 1440p or even 4k, but for now id stick with 720p and 1080p as its decent enough for modding videos etc and it wont be too hard on your PC or Laptop while rendering (also renders quicker depending on settings and PC hardware etc)
