Update: so a bunch of us waited outside the kids car today waiting for him to get out of school. He saw 7 of us and there was 1 of him. We had no intention of jumping him, just the possible chance of a 1v1 fight if it happens. Turns out this kid has had a grudge against my friend for 5 years and at one point even got my friend wrongfully suspended. My friends neighbor is a cop and he told my friend that he can go ahead and beat his ass and that's what my friend plans on doing. I'm telling my friend not to do it but he claims that if he does fight him, he will get away with it in court because he was the first victim and got car keyed in the first place. We will see what happens but this should be fun lol

Make a police report and let them track the owner down, but it'll be your friends responsibility to press charges, AND the witness will need to be subpoenaed to court to testify. This is the proper way to handle this.

Don't try to track the suspect down to confront them on your own because you're some kind of BLM POS who thinks that the police are bad. All that will end with is you getting an Assault and Battery charge on your record. File a report like an adult, stop being a wannabe edgy cuntbag and let nature take it's course.
