You cannot mod anygame on the ps4 only the ps3 can hack/mod games such as COD,GTA V, ETC

Jailbreak your PS4. (be sure to share how you did that)

or

Play Ghosts on PS3, do hacks there then upgrade to PS4 version and all the unlocks and levels should follow.
