No they can not ip ban and what do you mean they banned all your consoles? Did you mod on your other consoles or are you using the same CID?

If your other PS3's are NOT jailbroken im sure its not a ban, just a Account Ban. Make a new Account on your OFW. If you can't then your Console is banned other then enjoy with ur new account
