This is basic I.T terminology. If you don't even understand that, then I question whether you should really be doing anything that can result in a ban because you obviously won't understand or know what you're doing there either.
A spoof, or spoofing, in I.T terms is basically forgery without a pen. In the same way you'd forge a signature on a detention slip or something, in I.T you do a slightly different method of forgery, but it has the same end result.
You can do it with things like CallerID to pretend you're ringing from a number that you're not really using. It's the same with I.T, you can do it for an I.P Address, MAC Address, ConsoleID etc.
SEN Enabler is a homebrew app for PS3 that allows you to spoof things like your ConsoleID, PSID etc.
Most new games, GTAV, Ghosts, Black Ops 2 etc all validate your ConsoleID when you try to connect to the servers of that game.
Basically, a ConsoleID is the ID that Sony would use to distinguish your actual Console from another Console. By spoofing this, you are in effect pretending to be a different ConsoleID. This means whilst your ConsoleID might be banned, the ConsoleID you have changed to is not banned, thus allowing back on to SEN and back on to any games your ConsoleID was banned from.
