Lets say someone(me) wanted to pay someone =3 to do a service for that me.
However they(me) don't have a PS3 and will be hopefully getting the PS4.

If i have that person on PS3 do the service for me; will my status/data transfer to PS4 .. or is it like a
'in order for status/data to transfer you must upgrade your downloaded CO Ghosts to PS4 for $9.99'.

it will transfer, just have to sign up via game menu to move your account stats to ps4.
