If you wanted to share it with all users on your console, all you would have to do is download it on 1 account. Then just install the DLC from that account.

i did but every time i go to the store(in game) to download the maps it doesnt show up. the only thing that shows up is (purchased) and when i do click on it it brings be back into the store and have me download it again.

The maps aren't out yet. Once they come out, goto the store, goto the DLC pack, and click download. It will say "Price: Free". But you won't have to do this until they come out.
