Just checked the store and you can D/L the blimp add on now, Yesterday it said that you could D/L it on the 16th..

I'm in the U.S. (East Coast) and I don't have the option to download the blimp yet. I've already purchased GTA 5 and got my pre-order theme.

I'm guessing it will be because borderlands 2 was in the store and was playable at midnight of release.
