Easy and legit way is buy sonar collections Dock, it was 250k if I remember right.

After that just jump submarine (It appears on boat dock after you bought property), then just start search nuclear waste with it.

There is 30 of them and each pays 23k, after collecting all 30 you get also 250k bonus.
