Maybe because you haven't unlocked it yet? You unlock cars as you progress.

Probably upcoming DLC cars. I modded my rank to 120 just to see if they unlocked on a dummy acc...and nope. Still says out of stock. So I'm thinking its DLC or...farther down while doing later missions. But I tried the max rank and nothing.
