Although you did ask for the "fastest" method, I have to recommend to you to do survival. Grab a few mates and look up some strategies on a couple of the survival maps and you're set to go. Right now I actually am playing survival solo because I don't have anyone willing to play atm on survival.
Apart from that, every 48 minutes sell some cars off the street and that'll do! It's time consuming never-the-less.

You can get to 45 however you want, but once your there, there is a mission you can call martin for called Mixed up with Coke. It pays 18k a completion and 3100 RP per completion on hard. (Its easy as fuck on hard) It is also soloable.
