Your best bet is Survival, Martin's Check Out Time, Martin's Out Of Court Settlement, Ron's Base Invaders, Ron's Crank Up The Volume.

Step 1: Host Race - Criminal Records Race
Step 2: Turn catch up off. Custom vehicle on/off. Traffic on and wanted level off.
Step 3: Change split times to personal time not world record.
Step 4: Set laps to 1
Step 5: When you complete a lap you will get a around 4k RP. Then you get. 1k for going through checkpoints and 1.4k for finishing first. In total around 7k rp a race.

Where is the race located ?

Edit: never mind found it. But how many people do you need to get 7k+ per race ?

Its next to the prison, otherwise just host a job in start menu then you see the names of each race

Can this be done solo? and still earn that kind of RP?

I tried, sadly not (at least it didn't for me), only got 700rp for completing race (on three laps).
