Yes that is the reason, but considering people has billions like myself, they won't re enable it unless they remove all the hacked/glitched money from the economy, otherwise the game will be ruined more than it already is, even though some hackers can actually give other players money, for instance, I was in a mission with another NGU member yesterday, and at the end it said I recieved a crew cut of 50million, so there are methods on how to transfer, but you'll have to ask someone with a jailbreak PS3 as I don't have that.

They disabled it in the 1.03 update i hope they re enable it in the 1.04 update :/ but you can only send $5000 a day.

i can only share it when i did a job
but that works fine for me though
