Just wondering if anyone else is having these issues?

Same here in Germany. I can play online but I can't start any races etc.

If you load up the game and on the loading where it says press x for online, press x so that it takes you to online. You will be put into an online game but will be unable to save until Rockstar fixes the cloud server. You should still be able to play with your friends that way.

Yes but they are down, possibly because they are fixing bugs and shit like that.
