Everyone disregard this thread. I had my Debug Settings wrong and the tool worked afterwards. For anyone else having trouble getting the RTE Dumper Tool to work on your system, I refer you to this video that may help you. Sometimes a bad setting can fuck up your whole configuration.

my debugger dosent show anyhing like in video is there something messed up ?

Are you using the same debugger provided in the video description? If so, some display boxes in the program may be unchecked.

Try selecting the "Memory" option under the View menu near the top of the debugger.

There abunch of letters and numbers popped up

That shows your current debug data. If the window reads "DD DD DD DD DD" then it's not connected properly. If it's reads, "00 00 00 00 00 00" Then it's working fine. Any other numbers/letters mean it's receiving data properly.

Do you have skype mine showed dd but its connected exactly the same as the video and it frooze my ps3

I'm at work right now. No skype. Just follow the video properly and you should be fine. Make sure to set your Debug Settings on your PS3 according to the video as well. That might be causing the issue.
