RTM means real-time modding (also known as real-time editing, RTE), which requires a custom firmware (CFW) PS3 and a computer running developer software called Target Manager (PRODG). DEX is one of several types of firmware used on CFW PS3s. If you only have a normal, unmodified PS3 (running official firmware - OFW) and no way of getting a CFW PS3, you can't RTM.

So then I need to first: Mod my ps3. Then: Add the above into its folder structure through usb drive?
To RTE you'd need to get your PS3 onto CFW, ideally DEX (PS3ITA 4.5 is good). Then you'd need to use this tool: You must login or register to view this content. as well as having Target Manager (PRODG) on a minimum Windows 7 computer (the tool needs at least Windows 7). I can't go into more details but there are loads of tuts out there.
The wifi thing above is meant for ofw PS3s but there's a lot of doubt that it still works and, if it does, it's probably on R*'s radar now, hence the other guy saying RTM is possible.
