Because the modding community has to show them the way first. Rockstar will only make something if they know it will get them popularity with their game. If a bunch of modders make custom survival matches online, and people get wind of it and want to join them too... There you go. Why do you think Apple copied Android? Because Android's features were selling like hot cakes. Same thing here. If the modders start innovating online, Rockstar will want to add it as their own.
