Check your parental control level.. Mine was by default 11 on rebug 4.65.

The reason is suspsect this us because a fresh install of GTA showed me this error.

It's Rockstar's servers, bro. Most of their servers crashed when heists was released, and now it's taking them weeks to get it all back up and running properly.

I can confirm that this theory is wrong. My parental content restriction been turned off and I still got the error.
