I do not think so. Your friends can put mod menus on their PS3 on OFW but the ban risk is high and they can only play with themselves. The most you can do is spawn them money, give them cars, etc.

No this is not possible... you can use USB mods, however that's not suggested since if you get banned you are screwed.... it's best to use a Jailbroken system... your friend could use USB mods in storymode if he wanted...

CoD & GTA are totally different games, don't expect too see the same mods. however its not possible for you to "give" a friend a mod menu.
