Its possible that the tutorial was not properly skipped. If you were playing around for a while and nothing popped up than yeah its possible your character faced some sort of data corruption. Sense you transferred already its too late to try again unless you use a new account.

Also you can use tools like LTS too rank up the crew level... but I dont recommend it.

No, you can't transfer twice. Yes, you have to create another account in order to transfer it over to NextGen...

No you need a new account for anything to work. Once transferred you cannot edit the account anymore.
