I assume you are talking about the region of the game, BLUS and BLES. If I'm correct, there is no reason other than the BLES version was first to be leaked and since the, most developers use that version. As well, it really doesn't matter these days since mods are pretty much open source (easy to convert regions), script menus work both ways, and it's easy to convert the region of the game to any other.

No he means why do people out of us have better menus and people in us have the weak ones, Like europeans have like insane abilities on their menus
